most people i've spoken about suggest that the city should go outside the city. the department needs a strong leader who can juggle relations with city management and also keep the rank and file happy. that's what chris moore was unable to do. he escaped a vote of no confidence by his officers, who feel there is a leadership void at police headquarters. beat cops say they want a leader who will stand up to city hall when it comes to the difficult budget decisions and that's what's going to make the job of the new chief an interesting one. how can he or she balance the good of the city against the desire of his or her officers. two names that have surfaced as possible candidates are jerry dyer, the police chief in fresno. he retired last year, only to be lured back to the job by city leaders. but the city actually settled a lawsuit filed by his two deputy chiefs who claimed he used an inappropriate language against minorities. another is the sacramento police chief, rick braziel. he retires at the end of this year and also had to lay off 150 officers. braziel has
